Power to You(th) is excited to announce the upcoming End-Term Evaluation (ETE) of our program, which spans across seven implementing countries, as well as at the global and regional levels. This evaluation is crucial for gathering valuable insights from our results, assessing program outcomes, and informing both the phase-out process and future programming.
The primary focus of the ETE will be on partnership and programmatic collaboration. We will pay particular attention to emerging concerns and recommendations identified in the Mid-Term Evaluation (MTE) that require follow-up during this final evaluation.
We invite qualified consultants to review the attached Terms of Reference (TOR), which outlines the specific tasks required to coordinate the ETE.
Overview of the Programme
Power to You(th) (PtY) is a five-year initiative (2021-2025) aimed at empowering adolescent girls and young women (AGYW) to increase their agency, claim their rights, address gender inequalities, challenge gender norms, and advocate for inclusive decision-making. Funded by the Dutch Ministry of Foreign Affairs, the PtY consortium is led by Amref, in collaboration with Sonke Gender Justice and Rutgers, with KIT and CHOICE as technical partners.
End-Term Evaluation (ETE)
The End-Term Evaluation (ETE) is a crucial phase following the Mid-Term Evaluation (MTE). This process involves extracting valuable lessons learned from the MTE to inform future strategies. The ETE will focus on partnership and programmatic collaboration, addressing emerging concerns and recommendations from the MTE.
Scope and Requirements
- Geographical Scope: Ethiopia, Ghana, Indonesia, Kenya, Malawi, Senegal, Uganda, and Global/Regional level
- Application Deadline: 30th November 2024
- Data Collection Timeline: February 2025 – May 2025
- Evaluation Period: 2021 – 2025 (5 years)
- Budget: Maximum budget of €280,000 (minimum of €30,000 to be spent at PtY country level)
- Mode of Work: Independent consultancy
- Final Report Submission: 31st October 2025
Consultant Requirements
We are seeking an experienced consultant with expertise in evaluating multi-country programs. The consultant will:
- Evaluate program achievements and approaches
- Document lessons learned, best practices, successes, and challenges
- Ensure outcome sustainability and inform future programming
- Adhere to the principles of “do no harm” and “inclusivity” throughout the process
Donor Requirements
The ETE must comply with the following criteria from the Dutch Ministry of Foreign Affairs (MoFA) and its evaluation department, IOB:

- Additional information on the SCS ETEs (July 2024)
